『澳門物流與區域發展一體化研討會』

面對着全球經濟一體化所帶來的機遇與挑戰,粵港澳三地正朝着區域融合的方向奮力推進共同的經濟發展。而更緊密經貿合作關係的建立、『中國內地和葡語國家經貿合作服務』、『粵西地區商貿服務』和『世界華商聯繫與合作』三個平台的構建和擴展、與內地公路和軌道交通網絡的逐步銜接,以至港珠澳大橋的籌建等,將為澳門的經濟帶來更大的商機,並為本地的物流業創造可跨越區域界限的新發展空間。
事實上,澳門擁有不少有利條件可在區域的物流貨運發展過程中扮演更活躍的樞紐角色,其中包括地理位置的優越性、自由開放的經濟體系、日益完善的基建設施 - 例如連接內地的交通運輸網絡,國際機場、城市道路網,電信和能源設備等等。而近年來本地的物流業亦隨著澳門對外運輸網絡及其他軟硬件設施的不斷擴展和優化而得到了更大的發展空間。例如,自澳門國際機場落成後,航空貨運幾乎每年在遞增,去年全年處理的貨量更超過九萬噸,較上一年增長近四分一。與此同時,一個鄰近機場的貨物監管倉儲設施亦快將投入服務,可為本地及海外的製造商、貨運商、和供應商等提供連繫中國內地和歐美市場的中轉站,從而吸引更多的貨物經澳門作轉運,帶動投資與就業。
待港珠澳大橋建成以後,澳門更可直接與香港以至整個廣東內的運輸道路系統結合,打通另一條與內地的經濟脈絡,使三地能建立更緊密而流暢的商貿經合關係。
然而,要提高本澳貨運物流業的發展和水平,仍存在不少急需克服的障礙。首先,許多鄰近城市均把區域物流視作推動經濟增長的新動力,或經濟轉型過程的先決條件,並已投放大量的資源在包括硬件的建設及軟件的配套方面。但如何能確保區內資源的高效配置,各方必須從整體的利益考慮,充分合作,實現互補性的發展模式。
另一方面,澳門的經濟規模相對細小,物流發展起步較遲,亦缺乏一個强大的本土生產基地支援。故發展策略必須能針對因為經濟一體化所激發之區域分功問題而及早作出準備,充分發揮自身細小靈巧的優勢以適應多方位的發展,堅守開放合作的目標,並注重服務而非規模上的競爭,揚長避短。觀乎現代化的物流管理,其成功關鍵在於大量應用資訊科技的協助,再結合專業的管理知識、技術和人材,將多個包括倉庫及運輸等傳統上以獨立而分散方式進行的物流程序加以併合、提升、並擴展成為一條可緊扣從上游生產至下游銷售整個流程的『無縫供應鏈』,提供一站式和全面的物流及管理服務,確保供應商或製造商能在最短的時間及以最低的成本把貨物送到其客戶的手上。
換言之,營運概念和管理制度上的不斷革新,將會與區域內經濟和基建融合的大趨勢,同時對本澳物流行業的未來發展起着重大的作用。
有鑑於此,澳門工商管理研究生協會將於本年十月十六日聯同澳門付貨人協會、澳門物流貨運聯合商會、澳門空運暨物流業協會、澳門航空快遞貨運協會和澳門國際速遞業協會在澳門舉辦『澳門物流與區域發展一體化研討會』,並邀請有關的專家學者及其他專業人仕就以下的課題進行研究及討論:

國際物流業及供應鏈管理的發展新趨勢;
•
澳門物流發展的前境與第三者物流中心的定位與發展策略;
•
在區域整合的大趨勢下本澳物流業的調整與對策;
• 打造現代化物流中心所需的硬件與軟件配套
除此之外,本研討會亦設有論壇部份,並邀請更多本澳物流業界的代表參與,共同探討問題,提供專業意見,集思廣益。
“Macau’s Logistics and
Integration with Regional Development Conference”

Amidst the opportunities and challenges created by economic globalization, Guangdong, Hong Kong and Macau are uniting on the regional integration front endeavoring to promote joint development. With the Closer Economic Partnership Arrangement (CEPA), expansion of the three major cooperation platforms, namely "The Service Platform for the Economic Co-operation between China and Portuguese-Speaking Countries", "The Economic Co-operation Platform for Western-Guangdong", and "The Global Chinese Entrepreneurs Networking and Co-operation Platform,” the gradual integration into Mainland China’s highway and railway transportation networks, as well as the Hong Kong-Zhuhai-Macau Bridge Project, these are going to create renewed potentials for Macau’s economy and more conditions for its logistics industry to develop beyond the regional boundaries.
In fact, there exist
favorable means for Macau to play a more active role in the regional logistics
development. These include geographical advantage, open and market-based
economic system, modern infrastructure facilities such as the transportation
networks connecting Mainland China, the Macau International Airport, urban
transportation system, telecommunications and energy facilities, etc.. As the
transportation infrastructure and other establishments in Macau continue to
expand and improve, Macau’s logistics industry also enjoys growing
opportunities.
For example, air
cargo business in Macau has been rising almost every year since the
inauguration of the Macau International Airport. During 2002, the volume of
cargo processed exceeded 90,000 tons, around 25% above the level of the
preceding year. Moreover, a new Bonded Facility next to the Cargo Terminal is
also getting ready for service. An entrepot offering manufacturers, suppliers,
freight forwarders, etc. another route to deliver their goods between Mainland
China and the western countries, this new facility is expected to attract more
cargo to transit via Macau, thereby promoting investment and employment in the
territory.
With the completion
of the HK-Zhuahi-Macau bridge, Macau can further integrate itself into the
transportation networks of Hong Kong and Guangdong, establishing a new vein
that will foster even closer economic relationships within the region.
Nonetheless, to
expedite and upgrade the development of the local logistics industry, Macau
must first overcome various difficulties. On one hand, regional logistics
business is considered by several other cities in the neighborhood as a renewed
impetus to economic growth or an essential step to economic transformation.
Huge investment has been deployed into hardware construction and software
support. To achieve efficient resource allocation and complementary development
among different economies, it requires strong cooperation among all concerned
and a thorough judgment of the benefits for the regional as a whole.
On the other hand,
Macau is a small economic entity lacking the support of a strong local
manufacturing base. Its logistics industry also suffers a slow start compared
with other regional players. Therefore, the strategy of Macau’s logistics
business must promote industry’s readiness to cope with the evolving trend of
division of work among different cities as stimulated by economic integration
in the region. It should, fostering the goals of continuous liberalization and
cooperation, emphasize on agility and adaptability in order to support
multi-dimensional growth and focus on service instead of scale competition.
In the context of
modern logistics management, the key to success is to integrate, upgrade, and
expand tasks, involving warehousing and transportation which traditional
logistics companies perform in isolation and dispersion, into a seamless
“supply chain” connecting all the way from upstream manufacturing to downstream
sales. This requires the extensive use of IT technology to combine with
professional management processes, know-how, and human resources. A full-scale,
one-stop-shop service which guarantees that goods can be delivered in the most
efficient manner from the point of supply to the point of demand as it is
requested is the key of modern logistics management.
In other words,
operation and management systems reform in the local logistics industry plays an equally important
role as the evolving trend in regional economic and infrastructure integration.
In
view of the above, the Macau MBA Association is going to host a conference
titled “Macau’s
Logistics and Integration with Regional Development” together with Macau Shipper’s Association, International Logistics
and Forwarding Association of Macau, Macau Air Freight Forwarding (Logistics)
Association and Macau International Courier Association on 16th October 2003. Logistics experts,
scholars, and other professionals will be invited to discuss the following
topics:
• International
logistics and supply chain development;
• Prospects of Macau’s
logistics industry and the strategy to promote third-party logistics center.
• Regional economic integration and adjustments of Macau’s logistics industry;
• The hardware and software necessary to build a modern logistics center.
In addition to presentations, this conference also includes a joint discussion session where more industry professionals will be invited to share their opinions on several topics relevant to logistics development.
